H.F. 377 Section 1. Section 283A.1, subsection 1, Code 2023, is 1 amended to read as follows: 2 1. a. “Nutritionally adequate meal” means a lunch or 3 breakfast which meets the guidelines established by the 4 department of education. 5 b. Such guidelines shall prohibit foods containing insect 6 proteins, lab-grown proteins imitating animal products, or 7 genetically engineered products used to simulate animal meats. 8 c. Any description used by the department of education for 9 a plant-based protein product used to imitate animal meat shall 10 indicate the primary ingredient in the product and the product 11 shall not be described as eggs, meat, burgers, or other term 12 commonly used to reference animal-based food products. 13 Sec. 2. INSECT, ARTIFICIAL, IMITATION, LAB-GROWN, AND 14 SUBSTITUTE FOODS —— LEGISLATIVE INTENT. The general assembly 15 finds that the consumption of foods containing insect proteins, 16 lab-grown proteins imitating animal products, or genetically 17 engineered products used to simulate animal meats may have 18 unknown or untested adverse health consequences. As such, the 19 general assembly further finds that providing such foods as 20 an option for children at schools is an insult to the dignity 21 of this state’s families and that no such options should be 22 allowed. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill prohibits the serving of foods containing insect 27 proteins, lab-grown proteins imitating animal products, and 28 genetically engineered products used to simulate animal meats 29 at schools. 30 Currently, school breakfast and lunch programs may only 31 serve foods that are deemed a nutritionally adequate meal by 32 department of education (DE) guidelines. The bill prohibits 33 DE guidelines from determining that any food containing insect 34 proteins, lab-grown proteins imitating animal products, or 35 -1- LSB 1710YH (6) 90 dg/jh 1/ 2
