shall
include
the
history,

contributions,
and
perspectives
of
populations
in
accordance

with

256.9,
subsection

Section

Code
2021,
is
amended
by
adding
the

following
new
subsection:

May
1,
2022,
review
and
revise

the
Iowa
core
standards
to
ensure
that
the
content
anchor

standards
for
United
States
history,
geography,
economics,

civics,
and
government
include
the
histories,
contributions,

and
perspectives
of
all
of
the
following
populations:

(1)
Native
Americans.
15
(2)
People
of
African,
Asian,
Pacific
Islander,
Hispanic,
16
Latino,
or
Middle
Eastern
heritage.
17
(3)
Women.
18
(4)
Persons
with
disabilities.
19
(5)
Immigrants
or
refugees.
20
(6)
Persons
who
are
or
who
identify
as
lesbian,
gay,
21
bisexual,
or
transgender.

b.
Provide
technical
assistance
and
implementation
23
strategies
to
school
districts
if
revisions
made
pursuant
to
24
this
subsection
require
curriculum
and
instruction
changes.

Regularly
review
and
recommend
changes
as
necessary
to

the
rules
adopted
by
the
state
board
establishing
the
Iowa

standards
for

studies
pursuant
to

HPV,

and
acquired
immune
deficiency
syndrome
as
required
in
section

of
the
following:

a.
Human
sexuality,
inclusive
of
lesbian,
gay,
bisexual,
and

transgender
health
practices
.

Sec.
4.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
13
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
14
compliance
with
any
state
mandate
included
in
this
Act
shall
15
be
paid
by
a
school
district
from
state
school
foundation
aid
16
received
by
the
school
district
under
section
257.16.
This
17
specification
of
the
payment
of
the
state
cost
shall
be
deemed
18
to
meet
all
of
the
state
funding-related
requirements
of
19
section
25B.2,
subsection
3,
and
no
additional
state
funding
20
shall
be
necessary
for
the
full
implementation
of
this
Act
21
by
and
enforcement
of
this
Act
against
all
affected
school
22
districts.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
director
of
the
department
of
27
education
to
review
and
revise
the
Iowa
core
standards
for
28
social
studies
by
May
1,
2022;
requires
the
state
board
of
29
education
to
adopt
rules
by
July
1,
2022,
to
include
the
30
history,
contributions,
and
perspectives
of
populations
31
specified
in
the
bill;
and
modifies
the
requirements
for
human
32
growth
and
development
in
grades
1
through
12.

The
director
must
ensure
that
the
content
anchor
standards

for
United
States
history,
geography,
economics,
civics,

include
the

tasked

rule
changes

to
the
Iowa
core
standards
for

studies
and
the

populations
which
must
be
included
in
such
standards.

The
bill
provides
that
age-appropriate
and
research-based
14
instruction
in
human
growth
and
development,
which
each
school
15
board
must
provide
to
students
enrolled
in
grades
1
through
12,
16
must
include
instruction
inclusive
of
lesbian,
gay,
bisexual,
17
and
transgender
health
practices.

The
bill
may
include
a
state
mandate
as
defined
in
Code
19
section
25B.3.
The
bill
requires
that
the
state
cost
of
20
any
state
mandate
included
in
the
bill
be
paid
by
a
school
21
district
from
state
school
foundation
aid
received
by
the
22
school
district
under
Code
section
257.16.
The
specification
23
is
deemed
to
constitute
state
compliance
with
any
state
mandate
24
funding-related
requirements
of
Code
section
25B.2.
The
25
inclusion
of
this
specification
is
intended
to
reinstate
the
26
requirement
of
political
subdivisions
to
comply
with
any
state
27
mandates
included
in
the
bill.
