  1  1    Section 1.  NEW SECTION.  7E.4A  Criminal record ====
  1  2 application for licensure.
  1  3    If the administrative rules governing an executive branch
  1  4 administrative unit that regulates a profession prevent
  1  5 persons with a criminal record from applying for a license,
  1  6 certificate, registration, or other authorization to practice
  1  7 the profession, the administrative unit shall adopt rules to
  1  8 provide a waiver process to allow such persons to apply for a
  1  9 license, certificate, registration, or other authorization.
  1 10                           EXPLANATION
  1 11 The inclusion of this explanation does not constitute agreement with
  1 12 the explanation's substance by the members of the general assembly.
  1 13    This bill requires executive branch administrative units
  1 14 that regulate a profession to adopt rules to provide for a
  1 15 waiver process for persons with a criminal record who are
  1 16 barred from applying for a license, certificate, registration,
  1 17 or other authorization to practice the profession.
