NEW SECTION. 279.70 School district building 1 2 security plans. 1 3 The board of directors of a school district shall establish 1 4 a security plan for individual school buildings in the school 1 5 district in which students are educated no later than June 1 6 30, 2018. The board shall consider the recommendations of 1 7 the school security task force and shall consult with local 1 8 law enforcement agencies and the local emergency management 1 9 coordinator in the development of the plan. The board shall 1 10 ensure that the plan is distributed to the parents or guardians 1 11 of all students enrolled in the school district at least once 1 12 per school year. Such distribution may be electronic. The 1 13 board shall ensure that the plan is shared with students 1 14 enrolled in the school district at a school assembly at least 1 15 once per school year. 1 16 Sec. 2. SCHOOL SECURITY TASK FORCE AND REPORT. 1 17 1. The department of education shall establish a school 1 18 security task force. The task force shall consist of the 1 19 following members: 1 20 a. One member who is a representative of the department of 1 21 education. 1 22 b. One member who is a representative of the department of 1 23 public safety. 1 24 c. One member who is a representative of the department of 1 25 homeland security and emergency management. 1 26 d. One member who is a representative of a local law 1 27 enforcement agency. 1 28 e. One member who is a representative of local emergency 1 29 management coordinators. 1 30 f. One member who is a representative of the Iowa 1 31 association of school boards. 1 32 g. One member who is a representative of the school 1 33 administrators of Iowa. 1 34 h. One member who is a representative of the Iowa state 1 35 education association. 2 1 i. One member who is a representative of school resource 2 2 officers. 2 3 j. One member who is a representative of the general public. 2 4 2. The department of education shall provide staffing 2 5 services for the task force. 2 6 3. The task force shall gather information and make 2 7 recommendations regarding all of the following: 2 8 a. Security measures for school buildings which can be 2 9 implemented at a range of costs to school districts, including 2 10 but not limited to security measures that can be implemented 2 11 at no cost to school districts. 2 12 b. Means for including such security measures in the 2 13 construction of new school buildings. 2 14 c. Identification of existing and potential funding sources 2 15 for the implementation of such security measures. 2 16 4. The task force shall issue a report regarding its 2 17 findings and recommendations to the governor and the general 2 18 assembly no later than December 31, 2017. The department of 2 19 education shall publish the report on its internet site and 2 20 distribute the report electronically to all school districts 2 21 in this state. 2 22 EXPLANATION 2 23 The inclusion of this explanation does not constitute agreement with 2 24 the explanation's substance by the members of the general assembly. 2 25 This bill requires the board of directors of a school 2 26 district to establish a security plan for individual school 2 27 buildings in the school district in which students are educated 2 28 no later than June 30, 2018. The bill requires the board to 2 29 consider the recommendations of the school security task force 2 30 established by the bill and consult with local law enforcement 2 31 agencies and the local emergency management coordinator in the 2 32 development of the plan. The bill requires the board to ensure 2 33 that the plan is distributed to the parents or guardians of 2 34 all students enrolled in the school district at least once per 2 35 school year. The bill requires the board to ensure that the 3 1 plan is shared with students enrolled in the school district at 3 2 a school assembly at least once per school year. 3 3 The bill requires the department of education to establish a 3 4 school security task force and provide staffing for the task 3 5 force. The bill provides for the membership of the task force. 3 6 The task force is required to gather information and 3 7 make recommendations regarding security measures for school 3 8 buildings which can implemented at a range of costs, means for 3 9 including such security measures in the construction of new 3 10 school buildings, and identification of existing and potential 3 11 funding sources for the implementation of such security 3 12 measures. The task force is required to issue a report 3 13 regarding its findings and recommendations to the governor and 3 14 the general assembly no later than December 31, 2017. The 3 15 department of education is required to publish the report on 3 16 its internet site and distribute the report electronically to 3 17 all school districts in this state.
