  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 298.4, subsection 1, Code 2015, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  f.  To pay the costs of mediation and
  1  4 arbitration, including but not limited to legal fees associated
  1  5 with such mediation or arbitration.
  1  6    Sec. 2.  APPLICABILITY.  This Act applies to school budget
  1  7 years beginning on or after July 1, 2016.
  1  8                           EXPLANATION
  1  9 The inclusion of this explanation does not constitute agreement with
  1 10 the explanation's substance by the members of the general assembly.
  1 11    This bill authorizes a school district to use revenue
  1 12 from the district management levy under Code section 298.4
  1 13 to pay the costs of mediation and arbitration, including but
  1 14 not limited to legal fees associated with such mediation or
  1 15 arbitration.
  1 16    The bill applies to school budget years beginning on or after
  1 17 July 1, 2016.
