Section 257.11, Code 2015, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 7A. School district per pupil transportation 1 4 cost. 1 5 a. In order to provide additional funds for school districts 1 6 with district transportation costs per pupil in excess of 1 7 the state average transportation costs per pupil, as those 1 8 amounts are determined under section 257.31, subsection 17, 1 9 a supplementary weighting plan for determining enrollment is 1 10 adopted. 1 11 b. A supplementary weighting amount per pupil as determined 1 12 under paragraph "c" shall be assigned to each pupil included 1 13 in the budget enrollment of a school district that meets the 1 14 requirement of paragraph "a". 1 15 c. For each budget year beginning on or after July 1, 1 16 2015, the supplementary weighting amounts assigned under this 1 17 subsection are as follows: 1 18 (1) For a school district that has district transportation 1 19 costs per pupil in excess of the state average transportation 1 20 costs per pupil, but equal to or less than the sum of the 1 21 state average transportation costs per pupil plus one hundred 1 22 dollars, one hundredth per pupil. 1 23 (2) For a school district that has district transportation 1 24 costs per pupil in excess of the sum of the state average 1 25 transportation costs per pupil plus one hundred dollars, but 1 26 less than the sum of the state average transportation costs per 1 27 pupil plus two hundred dollars, two hundredths per pupil. 1 28 (3) For a school district that has district transportation 1 29 costs per pupil equal to or in excess of the sum of the state 1 30 average transportation costs per pupil plus two hundred 1 31 dollars, three hundredths per pupil. 1 32 d. Eligibility for supplementary weighting under this 1 33 subsection shall not affect a school district's eligibility for 1 34 transportation assistance under section 257.31, subsection 17. 1 35 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 2 1 immediate importance, takes effect upon enactment. 2 2 EXPLANATION 2 3 The inclusion of this explanation does not constitute agreement with 2 4 the explanation's substance by the members of the general assembly. 2 5 This bill establishes a supplementary weighting plan for 2 6 those school districts with district transportation costs per 2 7 pupil in excess of the state average transportation costs per 2 8 pupil. 2 9 For each budget year beginning on or after July 1, 2015, 2 10 the supplementary weighting amounts per pupil assigned under 2 11 the bill are as follows: (1) For a school district that has 2 12 district transportation costs per pupil in excess of the state 2 13 average transportation costs per pupil, but equal to or less 2 14 than the sum of the state average transportation costs per 2 15 pupil plus $100, 0.01 per pupil; (2) For a school district 2 16 that has district transportation costs per pupil in excess 2 17 of the sum of the state average transportation costs per 2 18 pupil plus $100, but less than the sum of the state average 2 19 transportation costs per pupil plus $200, 0.02 per pupil; (3) 2 20 For a school district that has a district transportation costs 2 21 per pupil equal to or in excess of the sum of the state average 2 22 transportation costs per pupil plus $200, 0.03 per pupil. 2 23 The bill provides that eligibility for supplementary 2 24 weighting under the bill does not affect a school district's 2 25 eligibility for transportation assistance from the school 2 26 budget review committee under Code section 257.31(17). 2 27 The bill takes effect upon enactment.
