  1  1    Section 1.  RESIDUAL NEWBORN SCREENING SPECIMENS ====
  1  2 PROHIBITED STORAGE ==== ADOPTION OF RULES.  In accordance
  1  3 with section 136A.8, the center for congenital and inherited
  1  4 disorders, with assistance provided by the department of public
  1  5 health, shall adopt rules pursuant to chapter 17A to prohibit
  1  6 the retention and ensure the proper disposal by incineration of
  1  7 all residual newborn screening specimens.  Any residual newborn
  1  8 screening specimens being stored on or before the effective
  1  9 date of this Act shall be incinerated. For the purposes of
  1 10 this section, "residual newborn screening specimen" means the
  1 11 portion of the dried blood spot specimen that may be left over
  1 12 after all activities necessary for the Iowa newborn screening
  1 13 program under chapter 136A are completed.
  1 14    Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 15 immediate importance, takes effect upon enactment.
  1 16                           EXPLANATION
  1 17 The inclusion of this explanation does not constitute agreement with
  1 18 the explanation's substance by the members of the general assembly.
  1 19    This bill requires the center for congenital and inherited
  1 20 disorders, with assistance provided by the department of public
  1 21 health, to adopt rules pursuant to Code chapter 17A to prohibit
  1 22 the retention and ensure the proper disposal by incineration of
  1 23 all residual newborn screening specimens.  Any residual newborn
  1 24 screening specimen being stored on or before the effective date
  1 25 of the bill shall be incinerated. For the purposes of the
  1 26 bill,  "residual newborn screening specimen" means the portion
  1 27 of the dried blood spot specimen that may be left over after
  1 28 all activities necessary for the Iowa newborn screening program
  1 29 under Code chapter 136A are completed.
  1 30    The bill takes effect upon enactment.
