  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 157.1, Code 2015, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  01.  "African=style hair braiding" means a
  1  4 method of natural hair care consisting of braiding, locking,
  1  5 twisting, weaving, cornrowing, or otherwise physically
  1  6 manipulating hair without the use of chemicals to alter
  1  7 the hair's physical characteristics that incorporates both
  1  8 traditional and modern styling techniques.
  1  9    Sec. 2.  Section 157.1, subsection 5, paragraph a, Code 2015,
  1 10 is amended to read as follows:
  1 11    a.  Arranging, braiding, dressing, curling, waving, press
  1 12 and curl hair straightening, shampooing, cutting, singeing,
  1 13 bleaching, coloring, or similar works, upon the hair of any
  1 14 person, or upon a wig or hairpiece when done in conjunction
  1 15 with haircutting or hairstyling by any means.  "Cosmetology"
  1 16  does not include African=style hair braiding.
  1 17                           EXPLANATION
  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    Generally, a person practicing cosmetology on a more than
  1 21 casual basis, regardless of whether the person is compensated,
  1 22 is required to be licensed with the board of cosmetology arts
  1 23 and sciences. This bill defines "African=style hair braiding"
  1 24 and exempts it from the definition of cosmetology in Code
  1 25 chapter 157.
