Section
1.
MEDICAID
MANAGED
CARE
FOR
ENTIRE
LONG-TERM
1
SERVICES
AND
SUPPORTS
POPULATION
——
TRANSITION
TO
SEPARATE

MANAGED
CARE
CONTRACT.
The
department
of
human
services
shall
3
do
all
of
the
following:
4
1.
Issue
a
request
for
proposals
to
select
a
Medicaid
5
managed
care
organization
to
administer
the
Iowa
high
quality
6
health
care
initiative
as
applicable
to
the
entire
long-term
7
services
and
supports
population
under
a
separate
and
distinct
8
contract.

2.
Provide
written
notice
in
accordance
with
the
10
termination
provisions
of
the
contract,
to
each
Medicaid
11
managed
care
organization
with
whom
the
department
has
executed
12
a
contract
to
administer
the
Iowa
high
quality
health
care
13
initiative,
to
terminate
such
contracts
as
applicable
to
the
14
Medicaid
long-term
services
and
supports
population.
The
15
termination
shall
be
effective
upon
the
date
of
execution
of
16
a
separate
and
distinct
contract
with
a
Medicaid
managed
care
17
organization
to
administer
the
Iowa
high
quality
health
care
18
initiative
as
applicable
to
the
entire
long-term
services
and
19
supports
population.

3.
Develop
a
plan
for
the
transition
of
administration
of
21
the
Iowa
high
quality
health
care
initiative
for
the
long-term
22
services
and
supports
population
to
a
separate
and
distinct
23
Medicaid
managed
care
contract
and
submit
the
transition
plan
24
to
the
council
on
human
services
and
to
the
medical
assistance
25
advisory
council
for
review.

4.
Seek
any
Medicaid
state
plan
or
waiver
amendments
27
necessary
to
complete
the
transition.
28
Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
29
importance,
takes
effect
upon
enactment.

administration

requires
the
department
of
human
services
(DHS)

to

a

proposals

(MCO)
to
administer
the
Iowa

health
care
initiative
as
applicable
to
the
entire
LTSS

population
under
a
separate
and
distinct
contract;
to
provide

written
notice
to
each
Medicaid
MCO
with
whom
DHS
has
executed
8
a
contract
to
terminate
such
contracts
as
applicable
to
the
9
Medicaid
LTSS
population,
effective
upon
the
date
of
execution
10
of
a
separate
and
distinct
managed
care
contract
applicable
11
to
the
LTSS
population;
develop
a
transition
plan
for
the
12
LTSS
population
and
submit
the
transition
plan
to
the
council
13
on
human
services
and
to
the
medical
assistance
advisory
14
council
for
review;
and
seek
any
Medicaid
state
plan
or
waiver
15
amendments
necessary
to
complete
the
transition.
16
The
bill
takes
effect
upon
enactment.
