Section 261.87, subsection 3, Code 2015, is 1 2 amended by striking the subsection and inserting in lieu 1 3 thereof the following: 1 4 3. Extent of scholarship. A qualified student at an 1 5 eligible institution may receive scholarships for not more than 1 6 the equivalent of two full=time academic years of undergraduate 1 7 study, excluding summer semesters, or the equivalent. 1 8 Scholarships awarded pursuant to this section shall be awarded 1 9 on an annual basis and shall not exceed the lesser of the 1 10 following, as determined by the commission: 1 11 a. The student's financial need. 1 12 b. One=half of the average resident tuition rate and 1 13 mandatory fees established for institutions of higher learning 1 14 governed by the state board of regents. 1 15 c. The resident tuition and mandatory fees charged for the 1 16 program of enrollment by the eligible institution at which the 1 17 student is enrolled. 1 18 EXPLANATION 1 19 The inclusion of this explanation does not constitute agreement with 1 20 the explanation's substance by the members of the general assembly. 1 21 This bill authorizes a qualified student at an eligible 1 22 institution, which is defined in the Code as a community 1 23 college or regents university, to receive an all Iowa 1 24 opportunity scholarship for not more than two full=time 1 25 academic years of undergraduate study, excluding summer 1 26 semesters. The scholarship must be awarded by the college 1 27 student aid commission to the student on an annual basis. 1 28 Under current law, a qualified student who receives the 1 29 scholarship must each year meet the eligibility requirements 1 30 established in the Code.
