Section 237A.13, subsection 3, Code 2017, is 1 2 amended to read as follows: 1 3 3.TheFor the fiscal year beginning July 1, 2017, 1 4 and each fiscal year thereafter, the department shall set 1 5 provider reimbursement rates,asto the extent authorized by 1 6 appropriations enacted for payment of the reimbursements, at 1 7 the one hundredth percentile of the most recent statewide 1 8 reimbursement rate survey. The department shall conduct a 1 9 statewide reimbursement rate survey to compile information on 1 10 each county and the survey shall be conducted at least every 1 11 two years. The department shall set rates in a manner so as 1 12 to provide incentives for an unregistered provider to become 1 13 registered. 1 14 EXPLANATION 1 15 The inclusion of this explanation does not constitute agreement with 1 16 the explanation's substance by the members of the general assembly. 1 17 This bill relates to child care provider reimbursement rates 1 18 under the state child care assistance program. 1 19 The bill requires the department of human services to set 1 20 child care provider reimbursement rates for the fiscal year 1 21 that begins July 1, 2017, and each fiscal year thereafter, to 1 22 the extent authorized by appropriations for that purpose, at 1 23 the 100th percentile of the most recent statewide reimbursement 1 24 rate survey, which is conducted at least every two years.
