  1  1    Section 1.  Section 237A.1, subsection 3, Code 2017, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  n.  A program provided by a school district
  1  4 for three=year=old children requiring special education as
  1  5 defined in section 256B.2.
  1  6                           EXPLANATION
  1  7 The inclusion of this explanation does not constitute agreement with
  1  8 the explanation's substance by the members of the general assembly.
  1  9    This bill relates to the definition of child care for
  1 10 purposes of regulation by the department of human services.
  1 11 The bill exempts programs provided by a school district for
  1 12 three=year=old children requiring special education from the
  1 13 licensing requirements for child care facilities under Code
  1 14 chapter 237A.
