  1  1    Section 1.  MEDICAID PROGRAM ==== ASSET, INCOME, AND IDENTITY
  1  2 VERIFICATION.  The department of human services shall issue a
  1  3 request for proposals to contract with a third=party vendor to
  1  4 establish an electronic asset, income, and identity eligibility
  1  5 verification system for the purposes of compliance with 42
  1  6 U.S.C. {1396w requiring determination or redetermination of
  1  7 the eligibility of an individual who is an applicant for or
  1  8 recipient of medical assistance under the Medicaid state plan
  1  9 on the basis of being aged, blind, or disabled in accordance
  1 10 with 42 U.S.C. {1396w. The third=party vendor selected shall
  1 11 be able to demonstrate in writing its current relationships
  1 12 or contracts with financial institutions in the state and
  1 13 nationally. Participation by financial institutions in
  1 14 providing account balances for asset verification shall remain
  1 15 voluntary.
  1 16    Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 17 immediate importance, takes effect upon enactment.
  1 18                           EXPLANATION
  1 19 The inclusion of this explanation does not constitute agreement with
  1 20 the explanation's substance by the members of the general assembly.
  1 21    This bill directs DHS to issue a request for proposals to
  1 22 contract with a third=party vendor to establish an electronic
  1 23 asset, income, and identity eligibility verification system to
  1 24 comply with a federal requirement to determine and redetermine
  1 25 the eligibility of certain categories of persons for Medicaid.
  1 26 The bill takes effect upon enactment.
