  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 321.281, Code 2015, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  1A.  A person operating a motor vehicle
  1  4 shall not, when passing a person riding a bicycle on a highway,
  1  5 including the roadway or the shoulder adjacent to the roadway,
  1  6 bring the motor vehicle within five feet of the person riding
  1  7 the bicycle.
  1  8                           EXPLANATION
  1  9 The inclusion of this explanation does not constitute agreement with
  1 10 the explanation's substance by the members of the general assembly.
  1 11    This bill prohibits a person operating a motor vehicle, when
  1 12 passing a person riding a bicycle on a highway, from bringing
  1 13 the motor vehicle within five feet of the person riding the
  1 14 bicycle.
  1 15    The scheduled fine for violating this provision is $250.
