Section 153.15, Code 2016, is amended to read as 1 2 follows: 1 3 153.15 Dental hygienists == scope of term. 1 4 1. A licensed dental hygienist may perform those services 1 5 which are educational, therapeutic, and preventive in nature 1 6 which attain or maintain optimal oral health as determined by 1 7 the board and may include but are not necessarily limited to 1 8 complete oral prophylaxis, application of preventive agents 1 9 to oral structures, exposure and processing of radiographs, 1 10 administration of medicaments prescribed by a licensed 1 11 dentist, obtaining and preparing nonsurgical, clinical and 1 12 oral diagnostic tests for interpretation by the dentist, and 1 13 preparation of preliminary written records of oral conditions 1 14 for interpretation by the dentist. Such services, with the 1 15 exception of educational services and oral screening services, 1 16 shall be performed under supervision of a licensed dentist and 1 17 in a dental office, a public or private school, public health 1 18 agencies, hospitals, and the armed forces, but nothing herein 1 19 shall be construed to authorize a dental hygienist to practice 1 20 dentistry. Oral screening services performed by a licensed 1 21 dental hygienist other than under the supervision of a licensed 1 22 dentist shall require a referral to a licensed dentist for a 1 23 comprehensive exam, diagnosis, and treatment plan. 1 24 2. For purposes of this section: 1 25 a. "Educational services" includes: 1 26 (1) Assessing the need for planning, implementing, and 1 27 evaluating oral health education programs for individual 1 28 patients and community groups. 1 29 (2) Conducting workshops and in=service training sessions 1 30 on dental health for nurses, school personnel, institutional 1 31 staff, community groups, and other agencies providing 1 32 consultation and technical assistance for promotional, 1 33 preventative, or other services. 1 34 b. "Oral screening services" means either of the following: 1 35 (1) Reviewing medical and dental health histories. 2 1 (2) Performing oral inspection. 2 2 EXPLANATION 2 3 The inclusion of this explanation does not constitute agreement with 2 4 the explanation's substance by the members of the general assembly. 2 5 This bill permits licensed dental hygienists to perform 2 6 educational services and oral screening services without 2 7 supervision of a licensed dentist and without restriction on 2 8 the location of those services.
