H.F. 2382 Section 1. AGRICULTURE’S VULNERABILITY TO CLIMATE ADVISORY 1 TASK FORCE. 2 1. The department of agriculture and land stewardship 3 shall establish an agriculture’s vulnerability to climate 4 advisory task force. The task force shall be housed within 5 the department of agriculture and land stewardship which shall 6 provide the task force with all necessary staff and supplies. 7 2. The purpose of the task force is to study the impact on 8 agriculture and food security caused by evolving atmospheric 9 conditions and weather patterns, including the increase in the 10 frequency, duration, and intensity of floods and droughts, pest 11 infestations and diseases, and extreme temperatures and wind 12 velocities, that compromise the health of this state’s soil, 13 the supply and quality of water resources, and the resilience 14 of farm crops and farm animals. The task force shall base its 15 study of impact-risk assessments over short-term, medium-term, 16 and long-term periods; and recommend practical policies to 17 reduce those risks, including practices to prevent, mitigate 18 against, and adapt to those impacts. 19 3. The task force shall include members appointed by the 20 secretary of agriculture who are involved in agricultural 21 production, applied climatology and climate modeling, plant and 22 animal genetics, commodity and food supply chains, and research 23 into available methods for the transition of agricultural 24 production to be both more profitable and less vulnerable to 25 evolving atmospheric conditions and weather patterns. 26 4. The task force shall submit its report to the governor 27 and general assembly by January 20, 2023. 28 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 29 importance, takes effect upon enactment. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill requires the department of agriculture and land 34 stewardship to establish an agriculture’s vulnerability to 35 -1- LSB 5229YH (3) 89 da/ns 1/ 2
H.F. 2382 climate advisory task force (task force). The purpose of the 1 task force is to study the impact on agriculture and food 2 security caused by evolving atmospheric conditions and weather 3 patterns. The task force must include members appointed by 4 the secretary of agriculture who are involved in agricultural 5 production, science, and commodity and food distribution 6 businesses.
