H.F. 2342 Section 1. Section 147.14, subsection 1, paragraph q, Code 1 2011, is amended to read as follows: 2 q. For massage therapists, four members licensed to practice 3 massage therapy , two members who are instructors at a school 4 of massage therapy in the state of Iowa, and three members who 5 are not licensed to practice massage therapy and who shall 6 represent the general public. 7 Sec. 2. Section 152C.3, Code Supplement 2011, is amended 8 by striking the section and inserting in lieu thereof the 9 following: 10 152C.3 Requirements for licensure. 11 1. a. The board shall adopt rules pursuant to chapter 17A 12 to establish a procedure for licensing of massage therapists. 13 The rules shall establish minimum educational requirements and 14 specify and define the required massage therapy academic course 15 units. 16 b. License requirements shall include the following: 17 (1) Graduation from an accredited high school or the 18 equivalent. 19 (2) Graduation from a postsecondary educational institution 20 offering academic credit or clock-hour training in a massage 21 therapy curriculum approved by the board. 22 (3) Passage of a licensing examination given or approved by 23 the board. 24 (4) Payment of a fee required by the board which shall 25 compensate and be retained by the board for the costs of 26 administering this chapter. 27 c. To be approved by the board an educational institution 28 shall do all of the following: 29 (1) Require that applicants are at least eighteen years of 30 age and have earned a diploma from an accredited high school 31 or the equivalent. 32 (2) Require for graduation satisfactory completion of all 33 coursework required by the educational institution and proof of 34 passing an entry-level, competency-based examination. 35 -1- LSB 5958HV (2) 84 jr/nh 1/ 3
H.F. 2342 (3) Award upon completion a certificate, diploma, or 1 academic degree and transcripts. 2 (4) Maintain student records indefinitely. 3 (5) Pay a fee established by the board. 4 2. In addition to provisions for licensure, the rules shall 5 include the following: 6 a. Requirements regarding completion of at least twelve 7 hours of continuing education annually regarding subjects 8 concerning massage and related techniques or the health and 9 safety of the public, subject to reduction by the board if, 10 after public notice and hearing, the board determines that the 11 welfare of the public may be adequately protected with fewer 12 hours. 13 b. (1) Requirements for issuance of a reciprocal license 14 to licensees of states with license requirements equal to or 15 exceeding those of this chapter. The rules shall provide for 16 issuance of a temporary reciprocal license for licensees of 17 states with lesser requirements. 18 (2) A person who applies for licensure from another 19 state who provides satisfactory proof of having been 20 licensed in another state for at least twelve months in the 21 twenty-four-month period preceding the application submission, 22 whose license is currently in good standing with that state, 23 has no history of disciplinary action against such license, 24 meets or exceeds Iowa’s educational requirements, and has proof 25 of passing an exam approved by the board may be considered for 26 licensure by the board. 27 3. A massage therapist licensed pursuant to this chapter 28 shall be issued a license number and a license certificate. 29 EXPLANATION 30 In order to be licensed under current law, a massage 31 therapist must complete a massage education curriculum at a 32 school approved by the board of massage therapy requiring at 33 least 600 hours of supervised academic instruction. This bill 34 eliminates the 600-hour requirement and substitutes specific 35 -2- LSB 5958HV (2) 84 jr/nh 2/ 3
