NEW SECTION. 466B.4A Customized initiatives. 1 2 Any initiative, including but not limited to a plan, 1 3 project, practice, or program, established or administered 1 4 under this chapter to reduce measurable contributing nutrient 1 5 loads to a receiving surface water of a watershed shall 1 6 take into account the watershed's topography, soils, types 1 7 of surface waters, farming practices, land uses, types of 1 8 contributing nutrients, and other relevant characteristics of 1 9 the watershed. 1 10 EXPLANATION 1 11 The inclusion of this explanation does not constitute agreement with 1 12 the explanation's substance by the members of the general assembly. 1 13 BILL'S PROVISIONS. This bill provides that any initiative 1 14 established or administered under Code chapter 466B to reduce 1 15 measurable contributing nutrient loads to a receiving surface 1 16 water of a watershed must take into account the watershed's 1 17 physical characteristics and uses. 1 18 GENERAL. Code chapter 466B, the "Surface Water Protection 1 19 and Flood Mitigation Act", includes a number of Code sections 1 20 that provide for the improvement of surface water quality, 1 21 including efforts to assess and reduce nutrients in this 1 22 state's watersheds as established or administered by the 1 23 department of natural resources, the department of agriculture 1 24 and land stewardship, the water resources coordinating council, 1 25 a watershed planning advisory council, the Iowa nutrient 1 26 research center, the Iowa nutrient research center advisory 1 27 council, local communities, and political subdivisions.
