Section
1.
Section
2.1,
Code
2022,
is
amended
to
read
as
1
follows:

2.1
Sessions
——
place.
3
1.
The
sessions
of
the
general
assembly
shall
be
held
4
annually
at
the
seat
of
government
and
as
provided
in
5
subsection
2
,
unless
the
governor
shall
convene
them
at
some
6
other
place
in
times
of
pestilence
or
public
danger.
Each
7
annual
session
of
the
general
assembly
shall
commence
on
the
8
second
Monday
in
January
of
each
year.
The
general
assembly
9
may
recess
from
time
to
time
during
each
year
in
such
manner
10
as
it
may
provide,
subject
to
Article
III,
section
14
of
the
11
Constitution
of
the
State
of
Iowa.

2.
a.
During
each
regular
session
of
the
general
assembly,
13
the
general
assembly
shall
convene
in
the
following
locations,
14
selected
by
the
legislative
council:
15
(1)
In
a
city
or
town
located
near
the
eastern
border
of
the
16
state
for
at
least
twenty
days.
17
(2)
In
a
city
or
town
located
near
the
western
border
of
the
18
state
for
at
least
twenty
days.
19
(3)
In
a
city
or
town
located
near
the
northern
border
of
20
the
state
for
at
least
five
days.
21
(4)
In
a
city
or
town
located
near
the
southern
border
of
22
the
state
for
at
least
five
days.
23
b.
Notwithstanding
section
2.10,
when
the
general
assembly
24
convenes
in
a
location
other
than
the
seat
of
government,
25
members
from
Polk
county
shall
receive
a
full
per
diem.

The
inclusion

this

does
not
constitute

with

the
members
of
the
general
assembly.

This
bill
relates
to
the
location
of
regular
sessions
of
the
30
general
assembly.
During
each
regular
session
of
the
general
31
assembly,
the
bill
requires
the
general
assembly
to
convene
for
32
at
least
20
days
each
in
a
city
or
town
near
the
eastern
and
33
western
borders
of
the
state
and
for
at
least
5
days
each
in
34
a
city
or
town
near
the
northern
and
southern
borders
of
the
