  1  1    Section 1.  Section 80B.11, subsection 1, Code 2018, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  m.  Procedures for a hearing on an appeal
  1  4 of a denial of an application for attendance to be conducted
  1  5 by video conference, upon request of an appellant to utilize a
  1  6 video conference.
  1  7                           EXPLANATION
  1  8 The inclusion of this explanation does not constitute agreement with
  1  9 the explanation's substance by the members of the general assembly.
  1 10    This bill requires the director of the Iowa law enforcement
  1 11 academy to adopt administrative rules establishing procedures
  1 12 for a hearing on an appeal of a denial of an application for
  1 13 attendance at the academy to be conducted by video conference,
  1 14 upon request of an appellant to utilize a video conference.
