H.F. 2229 Section 1. Section 272.2, subsection 1, Code 2020, is 1 amended by adding the following new paragraph: 2 NEW PARAGRAPH . c. Establish as a renewal requirement 3 for a standard license the completion of two clock hours 4 of training in a course relating to cultural competency. 5 For purposes of this paragraph, “cultural competency” means 6 awareness and understanding of the values, lifestyles, history, 7 and contributions of various identifiable cultural groups in 8 society; recognizing and dealing with dehumanizing biases such 9 as sexism, racism, prejudice, and discrimination and raising 10 awareness of the impact that such biases have on interpersonal 11 relations; recognizing the ways in which dehumanizing biases 12 may be reflected in instructional materials; and acquiring 13 strategies to manage students from different cultures in a 14 classroom setting. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill directs the board of educational examiners to 19 establish, as a renewal requirement for a standard license, the 20 completion of two clock hours of training in a course relating 21 to cultural competency. The bill defines cultural competency 22 as awareness and understanding of the values, lifestyles, 23 history, and contributions of societal cultural groups; 24 recognizing certain dehumanizing biases and their impact on 25 interpersonal relations and their reflection in instructional 26 materials; and acquiring strategies to manage students from 27 different cultures in a classroom setting. 28 -1- LSB 6057YH (1) 88 kh/jh 1/ 1
