  1 An Act establishing the categorical state percent of growth for
  2    the school budget year beginning July 1, 2017.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 257.8, subsection 2, Code 2016, is
  1  2 amended to read as follows:
  1  3    2.  Categorical state percent of growth.  The categorical
  1  4 state percent of growth for the budget year beginning July 1,
  1  5 2013, is two percent. The categorical state percent of growth
  1  6 for the budget year beginning July 1, 2014, is four percent.
  1  7 The categorical state percent of growth for the budget year
  1  8 beginning July 1, 2015, is one and twenty=five hundredths
  1  9 percent.  The categorical state percent of growth for the
  1 10 budget year beginning July 1, 2017, is four percent. The
  1 11 categorical state percent of growth for each budget year shall
  1 12 be established by statute which shall be enacted within thirty
  1 13 days of the submission in the year preceding the base year of
  1 14 the governor's budget under section 8.21. The establishment
  1 15 of the categorical state percent of growth for a budget year
  1 16 shall be the only subject matter of the bill which enacts the
  1 17 categorical state percent of growth for a budget year. The
  1 18 categorical state percent of growth may include state percents
  1 19 of growth for the teacher salary supplement, the professional
  1 20 development supplement, the early intervention supplement, and
  1 21 the teacher leadership supplement.
  1 22                           EXPLANATION
  1 23 The inclusion of this explanation does not constitute agreement with
  1 24 the explanation's substance by the members of the general assembly.
  1 25    The categorical state percent of growth is used by the
  1 26 department of management to calculate the per pupil amounts for
  1 27 each of the categorical funding supplements authorized by law.
  1 28    This bill establishes a categorical state percent of growth
  1 29 of 4 percent for the school budget year beginning July 1, 2017.
