se
litigant.

person
seeking
review
pro
se
shall
consult
with
a

court-appointed
attorney.
For
purposes
of
this
section,
“pro

se”
means
a
person
is
proceeding
on
the
person’s
own
behalf

without
legal
representation.

EXPLANATION

This
bill
requires
a
person
who
is
seeking
appellate
review

to
consult
with
a
court-appointed
attorney.
For
purposes
of

the
bill,
“pro
se”
means
a
person
is
proceeding
on
the
person’s

own
behalf
without
legal
representation.
