Section
1.
Section
256.11,
subsection
6,
paragraph
c,
Code
1
2020,
is
amended
to
read
as
follows:

c.
(1)
Every
Except
as
provided
in
subparagraph
(2)
or
(3),
3
every
student
by
the
end
of
grade
twelve
shall
complete
a
all
4
of
the
following:
5
(a)
A
certification
course
for
cardiopulmonary
6
resuscitation.
The
administrator
of
a
school
may
waive
7
this
requirement
if
the
student
is
not
physically
able
to
8
successfully
complete
the
training.
A
student
is
exempt
from
9
the
requirement
of
this
paragraph
if
the
student
presents
10
satisfactory
evidence
to
the
school
district
or
accredited
11
nonpublic
school
that
the
student
possesses
cardiopulmonary
12
resuscitation
certification.

(b)
A
certification
course
for
bleeding
control
developed
14
or
endorsed
by
the
American
college
of
surgeons
committee
on
15
trauma
or
the
department
of
public
health.

(2)
The
administrator
of
the
school
may
waive
a
requirement
17
under
this
paragraph
for
a
student
who
is
not
physically
able
18
to
successfully
complete
a
certification
course
pursuant
to
19
this
paragraph.

(3)
A
student
who
presents
satisfactory
evidence
to
the
21
school
district
or
accredited
nonpublic
school
that
the
student
22
possesses
certification
for
a
course
required
under
this
23
paragraph
is
exempt
from
the
course
requirement.

Sec.
2.
STATE
MANDATE
FUNDING
SPECIFIED.
In
accordance
25
with
section
25B.2,
subsection
3,
the
state
cost
of
requiring
26
compliance
with
any
state
mandate
included
in
this
Act
shall
27
be
paid
by
a
school
district
from
state
school
foundation
aid
28
received
by
the
school
district
under
section
257.16.
This
29
specification
of
the
payment
of
the
state
cost
shall
be
deemed
30
to
meet
all
of
the
state
funding-related
requirements
of
31
section
25B.2,
subsection
3,
and
no
additional
state
funding
32
shall
be
necessary
for
the
full
implementation
of
this
Act
33
by
and
enforcement
of
this
Act
against
all
affected
school
34
districts.

3.
APPLICABILITY.
The
provisions
of
this
Act
relating

to
bleeding
control
certification
apply
for
school
years
2
beginning
on
or
after
July
1,
2021.

EXPLANATION
4
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
5
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
every
student
by
the
end
of
grade
12
7
to
successfully
complete
a
certification
course
for
bleeding
8
control
developed
by
the
American
college
of
surgeons
committee
9
on
trauma
or
the
department
of
public
health,
though
a
student
10
who
presents
satisfactory
evidence
to
the
school
district
11
or
accredited
nonpublic
school
that
the
student
possesses
12
certification
for
completing
such
a
course
is
exempt
from
13
the
requirement.
The
school
administrator
may
waive
the
14
requirement
for
a
student
who
is
not
physically
able
to
15
successfully
complete
the
certification
course.

The
bill
may
include
a
state
mandate
as
defined
in
Code
17
section
25B.3.
The
bill
requires
that
the
state
cost
of
18
any
state
mandate
included
in
the
bill
be
paid
by
a
school
19
district
from
state
school
foundation
aid
received
by
the
20
school
district
under
Code
section
257.16.
The
specification
21
is
deemed
to
constitute
state
compliance
with
any
state
mandate
22
funding-related
requirements
of
Code
section
25B.2.
The
23
inclusion
of
this
specification
is
intended
to
reinstate
the
24
requirement
of
political
subdivisions
to
comply
with
any
state
25
mandates
included
in
the
bill.

The
provisions
of
the
bill
relating
to
bleeding
control
27
certification
apply
to
school
years
beginning
on
or
after
July
28
1,
2021.
