SECTION
.

State-funded
psychiatric

residency
program

fund
——
appropriations.

1.
The
university
of
Iowa
hospitals
and
clinics
shall
3
administer
a
state-funded
psychiatric
residency
program
4
in
cooperation
with
the
state
mental
health
institutes
5
at
Independence
and
Cherokee
and
the
Iowa
medical
and
6
classification
center
at
Oakdale.
The
university
of
Iowa
7
hospitals
and
clinics
shall
expand
the
psychiatric
residency
8
program
to
provide
additional
residency
positions
by
providing
9
financial
support
for
residency
positions
which
are
in
excess
10
of
the
federal
residency
cap
established
by
the
federal
11
Balanced
Budget
Act
of
1997,
Pub.
L.
No.
105-33.
Participating
12
residents
shall
complete
the
majority
of
their
psychiatric
13
training
at
one
of
the
state
mental
health
institutes
or
the
14
Iowa
medical
and
classification
center
at
Oakdale.

2.
The
residency
program
shall
provide
for
the
awarding
16
of
twelve
residency
positions
for
each
class
of
residents.
17
Preference
in
the
awarding
of
residency
positions
shall
18
be
given
to
candidates
who
are
residents
of
Iowa,
attended
19
and
earned
an
undergraduate
degree
from
an
Iowa
college
or
20
university,
or
attended
and
earned
a
medical
degree
from
a
21
medical
school
in
Iowa.

3.
A
psychiatric
residency
program
fund
is
created
in
23
the
state
treasury
consisting
of
the
moneys
appropriated
or
24
credited
to
the
fund
by
law.
Notwithstanding
section
8.33,
25
moneys
in
the
fund
at
the
end
of
each
fiscal
year
shall
not
26
revert
to
any
other
fund
but
shall
remain
in
the
psychiatric
27
residency
program
fund
for
use
in
subsequent
fiscal
years.
28
Moneys
in
the
fund
are
appropriated
to
the
university
of
Iowa
29
hospitals
and
clinics
to
be
used
for
the
purposes
of
the
30
program.
For
fiscal
years
beginning
on
or
after
July
1,
2023,
31
there
is
appropriated
from
the
general
fund
of
the
state
to
the
32
psychiatric
residency
program
fund
the
following
amounts
to
be
33
used
for
the
purposes
of
the
program:

a.
For
the
fiscal
year
beginning
July
1,
2023,
one
million
35

thousand
dollars.

b.
For
the
fiscal
year
beginning
July
1,
2024,
two
million

four
hundred
thousand
dollars.

d.
For
the
fiscal
year
beginning
July
1,
2026,
and
each

EXPLANATION
9
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
university
of
Iowa
hospitals
and
12
clinics
(UIHC)
to
administer
a
state-funded
psychiatric
13
residency
program
in
cooperation
with
the
state
mental
health
14
institutes
at
Independence
and
Cherokee
and
the
Iowa
medical
15
and
classification
center
at
Oakdale.
The
UIHC
shall
expand
16
the
psychiatric
residency
program
to
provide
additional
17
residency
positions
in
excess
of
those
approved
under
the
18
federal
residency
cap.
Participating
residents
shall
complete
19
the
majority
of
their
psychiatric
training
at
one
of
the
state
20
mental
health
institutes
or
the
Iowa
medical
and
classification
21
center
at
Oakdale.
The
program
shall
award
12
residency
22
positions
for
each
class
of
residents
and
preference
in
the
23
awarding
of
residency
positions
shall
be
given
to
candidates
24
who
are
residents
of
Iowa,
attended
and
earned
an
undergraduate
25
degree
from
an
Iowa
college
or
university,
or
attended
and
26
earned
a
medical
degree
from
a
medical
school
in
Iowa.

The
bill
creates
a
psychiatric
residency
program
fund
in
28
the
state
treasury
consisting
of
the
moneys
appropriated
or
29

to
the
fund
by
law.
Moneys
in
the
fund
at
the
end
of
30
each
fiscal
year
shall
not
revert
but
shall
remain
in
the
fund
31
for
use
in

fiscal
years.

The
bill
