Section
1.
Section
272.2,
subsection
17,
Code
2022,
is
1
amended
to
read
as
follows:

17.
Adopt
rules
to
require
that
a
background
investigation
3
be
conducted
by
the
division
of
criminal
investigation
of
the
4
department
of
public
safety
on
all
initial
applicants
for
5
licensure.
The
board
shall
also
require
all
initial
applicants
6
to
submit
a
completed
fingerprint
packet
and
shall
use
the
7
packet
to
facilitate
a
national
criminal
history
background
8
check.
The
board
shall
allow
all
initial
applicants
to
9
submit
the
completed
fingerprint
packet
electronically.
The
10
board
shall
have
access
to,
and
shall
review
the
sex
offender
11
registry
information
under
section
692A.121
available
to
the
12
general
public,
information
in
the
Iowa
court
information
13
system
available
to
the
general
public,
the
central
registry
14
for
child
abuse
information
established
under
chapter
235A
,
and
15
the
dependent
adult
abuse
records
maintained
under
chapter
235B
16
for
information
regarding
applicants
for
license
renewal.

2.
APPLICABILITY.
This
Act
applies
to
completed
18
fingerprint
packets
that
initial
applicants
submit
to
the
board
19
of
educational
examiners
pursuant
to
section
272.2,
subsection
20
17,
on
or
after
the
effective
date
of
this
Act.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
submission
of
completed
fingerprint
25
packets
to
the
board
of
educational
examiners
(BOEE).
26
Current
law
requires
all
initial
applicants
for
BOEE
27
licensure
to
submit
a
completed
fingerprint
packet
and
requires
28
the
BOEE
to
use
the
packet
to
facilitate
a
national
criminal
29
history
background
check.
The
bill
requires
the
BOEE
to
allow
30
all
initial
applicants
to
submit
the
completed
fingerprint
31
packet
electronically.
32
The
bill
applies
to
completed
fingerprint
packets
that
33
initial
applicants
submit
to
the
BOEE
on
or
after
the
effective
34
date
of
the
bill.
