Section
1.
REAP
ANNIVERSARY
——
APPROPRIATION.
1
1.
There
is
appropriated
from
the
general
fund
of
the
state
2
to
the
department
of
natural
resources
for
the
fiscal
year
3
beginning
July
1,
2014,
and
ending
June
30,
2015,
the
following
4
amount,
or
so
much
thereof
as
is
necessary,
to
be
used
for
the
5
purposes
designated:

For
purposes
of
celebrating
the
twenty-fifth
anniversary
7
of
the
resource
enhancement
and
protection
program
including
8
the
Iowa
resources
enhancement
and
protection
fund,
the
Iowa
9
congress
on
resources
enhancement
and
protection,
and
county
10
resource
enhancement
committees,
as
provided
in
chapter
455A:

Of
the
amount
appropriated
in
subsection
1,
at
least
13
$495,000
shall
be
used
to
provide
grants
to
public
entities
or
14
nonprofit
organizations
operating
within
counties
to
pay
for
15
the
direct
costs
associated
with
sponsoring
public
events
to
16
commemorate
the
anniversary.
The
department
shall
consider
17
not
more
than
one
application
submitted
by
the
same
public
18
entity
or
nonprofit
organization
operating
within
a
county.
19
All
public
entities
or
nonprofit
organizations
operating
within
20
a
county
shall
not
receive
more
than
$5,000
for
sponsoring
a
21
public
event
within
a
county.
However,
the
department
shall
22
award
moneys
on
a
dollar-for-dollar
match
with
moneys
to
be
23
contributed
by
a
public
entity
or
nonprofit
organization
24
applying
for
the
grant.

3.
Of
the
amount
appropriated
in
subsection
1,
at
least
26
$122,500
shall
be
used
to
provide
a
grant
to
one
or
more
27
statewide
nonprofit
organizations
to
pay
for
the
direct
28
costs
associated
with
sponsoring
public
events
to
commemorate
29
the
anniversary.
The
public
events
must
be
conducted
in
30
at
least
twelve
state
parks
or
recreation
areas
throughout
31
the
state.
However,
the
department
shall
award
moneys
on
a
32
dollar-for-dollar
match
with
moneys
to
be
contributed
by
a
33
nonprofit
organization
applying
for
the
award.

The
department
shall
not
expend
more
than
$32,500
for

costs
associated
with
administering
this
section.

Notwithstanding
section
8.33,
moneys
appropriated
in
2
this
section
that
remain
unencumbered
or
unobligated
at
the
3
close
of
the
fiscal
year
shall
not
revert
but
shall
remain
4
available
for
expenditure
for
the
purposes
designated
until
the
5
close
of
the
fiscal
year
beginning
July
1,
2015.

EXPLANATION
7
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
appropriates
$650,000
from
the
state
general
fund
10
to
the
department
of
natural
resources
(DNR)
for
purposes
of
11
celebrating
the
25th
anniversary
of
the
resource
enhancement
12
and
protection
program.
DNR
must
expend
95
percent
of
13
the
appropriation
to
provide
grants
to
a
public
entity
or
14
nonprofit
organization
operating
within
a
county
and
one
or
15
more
statewide
nonprofit
organizations
to
pay
for
the
direct
16
costs
associated
with
sponsoring
public
events
to
commemorate
17
the
anniversary.
DNR
may
retain
5
percent
for
purposes
of
18
administration.
Moneys
remaining,
unencumbered
or
unobligated
19
at
the
close
of
the
fiscal
year,
are
eligible
for
expenditure
20
until
the
close
of
the
fiscal
year
beginning
July
1,
2015.
