House File 2143 - Introduced HOUSE FILE BY STAED A BILL FOR 1 An Act relating to the carrying, transportation, or possession 2 of a pistol or revolver in the capitol building and on the 3 grounds surrounding the capitol building including state 4 parking lots and parking garages. 5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 5550YH (3) 87 jm/rh PAG LIN 1 1 Section 1. Section 8A.322, subsection 3, Code 2018, is 1 2 amended to read as follows: 1 3 3. The director shall establish, publish, and enforce 1 4 rules regulating and restricting the use by the public of the 1 5 capitol buildings and grounds and of the state laboratories 1 6 facility in Ankeny. The rules when established shall be 1 7 posted in conspicuous places about the capitol buildings and 1 8 grounds and the state laboratories facility, as applicable. 1 9 Any person violating any rule, except a parking regulation, 1 10 shall be guilty of a simple misdemeanor.The rules shall 1 11 prohibit a person, other than a peace officer, from openly 1 12 carrying a pistol or revolver in the capitol building and on 1 13 the grounds surrounding the capitol building including state 1 14 parking lots and parking garages. However, this subsection 1 15 shall not be construed to allow the director to prohibit the 1 16 lawful carrying, transportation, or possession of any pistol or 1 17 revolver in the capitol building and on the grounds surrounding 1 18 the capitol building including state parking lots and parking 1 19 garages by a person who displays to capitol security personnel 1 20 a valid permit to carry weapons upon request.1 21 EXPLANATION 1 22 The inclusion of this explanation does not constitute agreement with 1 23 the explanation's substance by the members of the general assembly. 1 24 This bill relates to the carrying, transportation, or 1 25 possession of a pistol or revolver in the capitol building and 1 26 on the grounds of the capitol including state parking lots and 1 27 parking garages. 1 28 The bill strikes a provision allowing a person to conceal 1 29 carry, transport, or possess a pistol or revolver in the 1 30 capitol building and on the grounds surrounding the capitol 1 31 building including state parking lots and parking garages if 1 32 the person possesses a valid permit to carry weapons.
