Section 8A.512A, Code 2016, is amended by 1 2 striking the section and inserting in lieu thereof the 1 3 following: 1 4 8A.512A Executive branch employee travel. 1 5 1. A claim for reimbursement for any out=of=state travel, 1 6 conference, or related expenditures of an executive branch 1 7 employee associated with the employee's official duties shall 1 8 be allowed upon the approval of the claim by the head of the 1 9 employee's department. Each department with authority to 1 10 approve a claim under this section shall establish a process 1 11 for a detailed review of claims selected by the department to 1 12 determine the appropriateness of the claim for reimbursement. 1 13 2. a. For purposes of this section, "executive branch 1 14 employee" means an employee of the executive branch as defined 1 15 in section 7E.2, other than a member or employee of the state 1 16 board of regents and institutions under the control of the 1 17 state board of regents. 1 18 b. For purposes of this section, "out=of=state travel" does 1 19 not include out=of=state travel incidental to travel between a 1 20 travel departure point in this state and a travel destination 1 21 point in the city of Carter Lake. 1 22 EXPLANATION 1 23 The inclusion of this explanation does not constitute agreement with 1 24 the explanation's substance by the members of the general assembly. 1 25 This bill concerns claims for reimbursement of out=of=state 1 26 travel by executive branch employees. Current law requires the 1 27 department of administrative services to develop and implement 1 28 an electronic travel authorization form which shall be used 1 29 by an executive branch employee when requesting reimbursement 1 30 for out=of=state travel. The bill strikes the requirement for 1 31 development and use of the electronic travel form and instead 1 32 provides that a claim for reimbursement shall be allowed 1 33 upon the approval of the claim by the head of the employee's 1 34 department. The bill requires each department with authority 1 35 to approve claims to establish a process for a detailed review 2 1 of selected claims. LSB 5175YH (2) 86 ec/nh
