H.F. 2110 Section 1. Section 256.221, subsection 3, paragraph d, Code 1 2024, is amended to read as follows: 2 d. Within nine months of graduating from the residency 3 program and receiving a permanent license in accordance with 4 paragraph “b” , engage in the full-time or part-time practice 5 of medicine and surgery or osteopathic medicine and surgery 6 specializing in family medicine, pediatrics, psychiatry, 7 internal medicine, obstetrics and gynecology, neurology, 8 radiology, or general surgery for a period of five consecutive 9 years in the service commitment area specified under subsection 10 8 , unless the loan repayment recipient receives a waiver from 11 the commission to complete the years of practice required under 12 the agreement in another service commitment area pursuant to 13 subsection 8 . 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill allows radiologists to participate in the 18 rural Iowa primary care loan repayment program, which is 19 administered by the college student aid commission. The 20 program provides loan repayments for medical students who 21 agree to practice as physicians in service commitment areas 22 for five consecutive years after graduating from a residency 23 program and receiving a permanent license to practice medicine 24 and surgery or osteopathic medicine and surgery in this 25 state. For purposes of the program, a service commitment 26 area is a city that provides a $20,000 contribution to the 27 rural Iowa primary care trust fund for each physician in the 28 community who is participating in the program, and the city 29 is either within a federal mental health shortage area, if 30 the physician participating in the program specializes in 31 psychiatry, or the city has a population of less than 26,000 32 and is located more than 20 miles from a city with a population 33 of 50,000. Current law provides that persons who engage in 34 the full-time or part-time practice of medicine and surgery 35 -1- LSB 5946HH (1) 90 jda/jh 1/ 2
H.F. 2110 or osteopathic medicine and surgery specializing in family 1 medicine, pediatrics, psychiatry, internal medicine, obstetrics 2 and gynecology, neurology, or general surgery are allowed to 3 participate in the program, if certain other criteria are 4 satisfied.
