“teacher”
includes
the
following
individuals

employed
by
a
community
college:

Notice
that
employee

organization
membership
is
not
required.

1.
For
purposes
of
this
section,
unless
the
context
9
otherwise
requires:
10
a.
“Employee
organization”
means
the
same
as
defined
in
11
section
20.3.
12
b.
“Teacher”
means
the
same
as
defined
in
section
279.13.

2.
Prior
to
entering
into
an
initial
contract
with
a
14
teacher,
the
school
district
shall
provide
the
teacher
with
15
written
notice
that
the
teacher
is
not
required
to
become
a
16
member
of
an
employee
organization.
The
notice
shall
include
a
17
list
of
employee
organizations
that
represent
teachers
in
the
18
school
district.

3.
An
employee
organization
that
represents
one
or
more
20
teachers
in
a
school
district
may
notify
the
school
district
in
21
writing
that
the
employee
organization
seeks
to
be
included
on
22
the
list
of
employee
organizations
required
by
subsection
2.
23
Upon
receiving
such
notification,
the
school
district
shall
add
24
the
employee
organization
to
the
list.

EXPLANATION
26
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
27
the
explanation’s
substance
by
the
members
of
the
general
assembly.
28
This
bill
requires
a
school
district
to
provide
a
teacher
29
with
written
notice
that
the
teacher
is
not
required
to
become
30
a
member
of
an
employee
organization.
The
school
district
31
shall
provide
the
notice
prior
to
entering
into
an
initial
32
employment
contract
with
the
teacher.
The
notice
shall
include
33
a
list
of
employee
organizations
that
represent
teachers
in
the
34
school
district.

The
bill
authorizes
an
employee
organization
that
represents
1
one
or
more
teachers
in
a
school
district
to
notify
the
school
2
district
in
writing
that
the
employee
organization
seeks
to
be

included
on
the
list
of
employee
organizations.
Upon
receiving
4
such
notification,
the
school
district
shall
add
the
employee
5
organization
to
the
list.
