H.F. 2042 Section 1. PARTICIPATION IN SUMMER ELECTRONIC BENEFITS 1 TRANSFER (EBT) FOR CHILDREN PROGRAM —— APPROPRIATION. The 2 department of health and human services, in coordination with 3 the department of education, shall do all of the following: 4 1. Immediately upon the effective date of this Act, submit a 5 letter of intent to the United States secretary of agriculture 6 to apply for and participate in the summer EBT for children 7 program established as a permanent program under the federal 8 Consolidated Appropriations Act, 2023, 42 U.S.C. §1762, during 9 summer 2024. 10 2. Coordinate with the United States department of 11 agriculture food and nutrition service to develop a successful 12 management and administration plan for the summer EBT for 13 children program, and submit the plan to the United States 14 secretary of agriculture by February 15, 2024. 15 Sec. 2. SUMMER ELECTRONIC BENEFITS TRANSFER (EBT) FOR 16 CHILDREN PROGRAM —— HEALTHIEST STATE INITIATIVE COORDINATION 17 —— APPROPRIATIONS. 18 1. There is appropriated from the general fund of the state 19 to the department of health and human services for the fiscal 20 year beginning July 1, 2023, the following amount, or so much 21 thereof as is necessary, to be used for administration of the 22 summer EBT for children program as provided under the federal 23 Consolidated Appropriations Act, 2023, during summer 2024: 24 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,900,000 25 a. Of the amount appropriated in this subsection, at least 26 $700,000 shall be used by the department of health and human 27 services to contract with the Iowa institute of public health 28 research and policy at the university of Iowa college of public 29 health to evaluate the nutritional and other health impacts of 30 the summer EBT for children program. 31 b. Any moneys appropriated in this subsection that remain 32 unexpended or unobligated at the end of the fiscal year 33 beginning July 1, 2023, shall not revert but shall remain 34 available for use in the succeeding fiscal year for the 35 -1- LSB 5664HH (5) 90 pf/ko 1/ 3

There is appropriated from the general fund of the state 2 to the department of health and human services for the fiscal 3 year beginning July 1, 2023, the following amount, or so much 4 thereof as is necessary, to support the double up food bucks 5 program administered by the Iowa healthiest state initiative 6 to coordinate the double up food bucks program with the summer 7 EBT for children program: 8 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,800,000 9 a. Of the amount appropriated in this subsection, up to 10 10 percent may be used for promotion of the programs and for 11 public education. 12 b. Any moneys appropriated under this subsection that 13 remain unexpended or unobligated at the end of the fiscal 14 year beginning July 1, 2023, shall not revert but shall 15 remain available for use in the succeeding fiscal year for the 16 purposes authorized in this subsection. 17 Sec. 3. EFFECTIVE DATE. This Act, being deemed of immediate 18 importance, takes effect upon enactment. 19 Sec. 4. RETROACTIVE APPLICABILITY. This Act applies 20 retroactively to July 1, 2023. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill relates to programs that address food insecurity. 25 The bill requires the department of health and human 26 services (HHS), in coordination with the department of 27 education, to immediately upon the effective date of the bill 28 submit a letter of intent to apply for and participate in the 29 summer electronic benefits transfer (EBT) for children program 30 made permanent by the federal Consolidated Appropriations 31 Act, 2023, administered by the United States department of 32 agriculture food and nutrition service (USDA) during summer 33 2024, to coordinate with the USDA to develop a successful 34 management and administration plan for the summer EBT program 35 -2- LSB 5664HH (5) 90 pf/ko 2/ 3
H.F. 2042 for children, and to submit the plan to the USDA by February 1 15, 2024. 2 The bill appropriates moneys from the general fund of 3 the state to HHS for fiscal year 2023-2024 to be used for 4 administration of the summer EBT for children program during 5 summer 2024. The bill authorizes the use of a portion of the 6 funds appropriated for HHS to contract with the Iowa institute 7 of public health research and policy at the university of Iowa 8 college of public health to evaluate the nutritional and other 9 health impacts of the summer EBT for children program. 10 The bill also appropriates moneys from the general fund 11 of the state to HHS for fiscal year 2023-2024 to support 12 the double up food bucks program administered by the Iowa 13 healthiest state initiative to coordinate the double up food 14 bucks program with the summer EBT for children program. The 15 bill authorizes the use of up to 10 percent of the amount 16 appropriated for promotion of the programs and public 17 education. 18 The bill takes effect upon enactment and is retroactively 19 applicable to July 1, 2023. 20 -3- LSB 5664HH (5) 90 pf/ko 3/ 3
