H.F. 2022 Section 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES —— DOUBLE 1 UP FOOD BUCKS PROGRAM —— SUPPLEMENTAL APPROPRIATION. There 2 is appropriated from the general fund of the state to the 3 department of health and human services for the fiscal year 4 beginning July 1, 2024, and ending June 30, 2025, in addition 5 to any other funding appropriated for such purpose, the 6 following amount, or so much thereof as is necessary, to be 7 used for the purposes designated: 8 To provide grants to support the double up food bucks 9 program administered by the Iowa healthiest state initiative 10 to make fresh fruits and vegetables sold at farmers markets, 11 grocery stores, and other participating locations accessible 12 to individuals and families who reside in this state and 13 receive assistance through the federal supplemental nutrition 14 assistance program: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 16 1. Beginning January 1, 2025, the department of health 17 and human services, in cooperation with the Iowa healthiest 18 state initiative, shall submit an annual report to the general 19 assembly that provides all of the following information related 20 to the double up food bucks program, including but not limited 21 to: 22 a. The utilization rate of all individuals eligible to 23 participate in the program. 24 b. The participating locations providing access to 25 participants in the program. 26 c. Participant demographics. 27 2. Notwithstanding section 8.33, moneys appropriated under 28 this section shall not revert at the close of the fiscal year, 29 but shall remain available for the purposes designated. 30 EXPLANATION 31 The inclusion of this explanation does not constitute agreement with 32 the explanation’s substance by the members of the general assembly. 33 This bill relates to the double up food bucks program by 34 making a supplemental appropriation from the general fund 35 -1- LSB 5255YH (6) 90 pf/ko 1/ 2
H.F. 2022 of the state to the department of health and human services 1 (HHS) for fiscal year 2024-2025, in addition to any other 2 funding appropriated for such purpose for the same fiscal 3 year, to provide grants to support the double up food bucks 4 program administered by the Iowa healthiest state initiative 5 to make fresh fruits and vegetables sold at farmers markets, 6 grocery stores, and other participating locations accessible 7 to individuals and families who reside in this state and 8 receive assistance through the federal supplemental nutrition 9 assistance program. 10 Beginning January 1, 2025, HHS, in cooperation with the Iowa 11 healthiest state initiative, shall submit an annual report 12 to the general assembly that provides information related to 13 the double up food bucks program, including but not limited 14 to the utilization rate of participants in the program, the 15 participating locations providing access to participants, 16 and participant demographics.
