H.F. 2012 Section 1. NEW SECTION . 321.183A First responder 1 identification card. 2 1. A person who is a first responder, as defined in 3 section 233.1, may apply to the department to be issued a 4 first responder identification card when the person applies 5 for issuance or renewal of a driver’s license or nonoperator’s 6 identification card. The department may require an applicant 7 to provide reasonable proof the applicant is a first responder 8 as part of the application. The department shall not charge a 9 fee to issue a first responder identification card. 10 2. The department, upon receiving a completed application, 11 shall issue to the applicant a first responder identification 12 card. The card must designate the holder as a first responder 13 and display a color photograph of the applicant, the 14 applicant’s full name, and the date of issuance. 15 3. The department may adopt rules pursuant to chapter 17A to 16 administer this section. 17 EXPLANATION 18 The inclusion of this explanation does not constitute agreement with 19 the explanation’s substance by the members of the general assembly. 20 This bill requires the department of transportation (DOT) 21 to issue a first responder identification card to a first 22 responder upon application, without fee. For purposes of 23 the bill, first responders include emergency medical care 24 providers, registered nurses staffing an authorized service 25 program, physician assistants staffing an authorized service 26 program, fire fighters, and peace officers. 27 A first responder may apply for a first responder 28 identification card when the person applies for issuance or 29 renewal of a driver’s license or nonoperator’s identification 30 card. The DOT may require an applicant to provide reasonable 31 proof the applicant is a first responder.
