  1 An Act requiring the department of education to distribute a
  2    handbook of educational options.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 256.9, subsection 24, Code 2016, is
  1  2 amended to read as follows:
  1  3    24.  a.  Classify and define the various schools under the
  1  4 supervision of the department, formulate suitable courses of
  1  5 study, and publish and distribute the classifications and
  1  6 courses of study and promote their use.
  1  7    b.  The director shall publish on the department's internet
  1  8 site a handbook describing, in English and Spanish, educational
  1  9 options available to parents and guardians of children who are
  1 10 between five and twenty=one years of age and who have not yet
  1 11 graduated from secondary school. The department shall send the
  1 12 handbook annually by ordinary mail to the parents and guardians
  1 13 of such children and shall make the handbook available at all
  1 14 public offices, including but not limited to United States
  1 15 postal service offices, public libraries, and public schools.
  1 16 The educational options described shall include but are not
  1 17 limited to public school districts, open enrollment, charter
  1 18 schools, private schools, private instruction, dual enrollment,
  1 19 school tuition organizations, and the senior year plus program.
  1 20 The handbook shall also provide instructions for accessing
  1 21 each of the educational options and shall include contact
  1 22 information for department personnel assigned to administer the
  1 23 educational options described in the handbook.
  1 24                           EXPLANATION
  1 25 The inclusion of this explanation does not constitute agreement with
  1 26 the explanation's substance by the members of the general assembly.
  1 27    This bill requires the director of the department of
  1 28 education to publish on the agency's internet site a handbook
  1 29 describing, in English and Spanish, the educational options
  1 30 available to parents and guardians of children who are between
  1 31 5 and 21 years of age and who have not yet graduated from
  1 32 secondary school. The department must also send, by ordinary
  1 33 mail, a copy of the handbook to the parents and guardians
  1 34 of such children and must make the handbook available at all
  1 35 public offices.
  2  1 The handbook must describe how to access the educational
  2  2 options and must include contact information for department
  2  3 personnel assigned to administer the educational options
  2  4 described in the handbook.
