is
amended
by
adding

the
following
new
subsection:

NEW
SUBSECTION
.
20.
A
city
shall
not
adopt
or
enforce
an

ordinance,
motion,
resolution,
or
amendment
that
restricts
4
an
owner
of
real
property
located
in
a
district
zoned
for
5
residential
use
with
a
speed
limit
of
twenty-five
miles
per
6
hour
or
less
from
growing
purposely
planted
vegetation
that
is
7
forty-two
inches
or
less
in
height.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
10
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
prohibits
a
city
from
adopting
or
enforcing
an
12
ordinance,
motion,
resolution,
or
amendment
that
restricts
13
an
owner
of
real
property
located
in
a
district
zoned
for
14
residential
use
with
a
speed
limit
of
25
miles
per
hour
or
less
15
from
growing
purposely
planted
vegetation
that
is
42
inches
or
16
less
in
height.
