Section
1.
Section
257.8,
Code
2013,
is
amended
by
adding
1
the
following
new
subsection:
2
NEW
SUBSECTION
.
2A.
If
a
bill
establishing
a
state
percent
3
of
growth
or
a
categorical
state
percent
of
growth
for
the
4
budget
year
is
enacted
after
March
15
of
the
base
year,
the
5
date
required
for
certifying
a
school
district
budget
for
the
6
budget
year
under
section
24.17
or
for
submitting
an
area
7
education
agency
budget
to
the
state
board
of
education
for
the
8
budget
year
under
section
273.3
or
273.23
shall
be
extended
to
9
the
date
thirty
days
following
the
date
of
enactment
of
the
10
bill
establishing
the
state
percent
of
growth
for
the
budget
11
year
or
the
categorical
state
percent
of
growth
for
the
budget
12
year,
whichever
is
later,
and
all
other
deadlines
applicable
to
13
school
districts
for
the
certification
of
taxes
for
levy
and
14
to
area
education
agencies
for
approval
of
a
budget
shall
be
15
extended
to
correspond
to
the
extension
of
the
date
required
16
for
certifying
school
district
budgets
and
submitting
area
17
education
agency
budgets.

Sec.
2.
APPLICABILITY.
This
Act
applies
to
school
budgets
19
and
area
education
agency
budgets
for
school
budget
years
20
beginning
on
or
after
July
1,
2014.

EXPLANATION
22
Current
Code
section
24.17
requires
a
school
district
23
to
certify
its
budget
to
the
county
auditor
not
later
than
24
April
15
of
each
year.
This
bill
provides
that
if
a
bill
25
establishing
a
state
percent
of
growth
or
a
categorical
state
26
percent
of
growth
for
the
budget
year
is
enacted
after
March
27
15
of
the
base
year,
the
date
required
for
certifying
a
school
28
district
budget
for
the
budget
year
under
Code
section
24.17
29
or
for
submitting
an
area
education
agency
budget
to
the
state
30
board
of
education
for
approval
for
the
budget
year
under
Code
31
section
273.3
or
273.23
shall
be
extended
to
the
date
30
days

following
the
date
of
enactment
of
the
bill
establishing
the

state
percent
of
growth
for
the
budget
year
or
the
categorical
