House File 127 - Introduced HOUSE FILE BY DOLECHECK A BILL FOR 1 An Act relating to the eligibility of school districts to 2 receive professional development supplement funding. 3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 1776YH (3) 86 md/sc PAG LIN 1 1 Section 1. Section 257.10, subsection 10, Code 2015, is 1 2 amended by adding the following new paragraph: 1 3 NEW PARAGRAPH. e. For the school budget year beginning 1 4 July 1, 2016, and succeeding budget years, a school district 1 5 approved pursuant to chapter 284 to receive funding from the 1 6 teacher leadership supplement under subsection 12 of this 1 7 section shall not be eligible to receive funding from the 1 8 professional development supplement under this subsection for 1 9 the same budget year. 1 10 EXPLANATION 1 11 The inclusion of this explanation does not constitute agreement with 1 12 the explanation's substance by the members of the general assembly. 1 13 Current Code section 257.10(10) establishes a professional 1 14 development funding supplement for school districts. The 1 15 funding received pursuant to the professional development 1 16 supplement is required to be used to provide quality 1 17 professional development opportunities pursuant to Code chapter 1 18 284. Code section 257.10(12) establishes a teacher leadership 1 19 funding supplement for school districts. The use of the 1 20 funds from the teacher leadership supplement is required to 1 21 comply with the requirements of Code chapter 284 and must be 1 22 distributed to teachers pursuant to Code section 284.15. 1 23 This bill provides that for the school budget year beginning 1 24 July 1, 2016, and succeeding budget years, a school district 1 25 approved pursuant to Code chapter 284 to receive funding from 1 26 the teacher leadership supplement shall not be eligible to 1 27 receive funding from the professional development supplement 1 28 for the same budget year.
