A RESOLUTION

Urging the Georgia Department of Transportation to adopt a comprehensive Complete Streets policy; and for other purposes.

WHEREAS, Georgians need streets and roadways that are safe and convenient for travel by automobile, foot, bicycle, and transit regardless of age or ability; and

WHEREAS, Georgia has the highest rate of childhood obesity in the United States; and

WHEREAS, Georgia's older age population is growing and in need of locally-based transportation options and a statewide transportation system that is less reliant on the automobile; and

WHEREAS, Georgia's commitment to providing community based options for individuals with disabilities requires access to a broader range of transportation options than currently available in most communities; and

WHEREAS, the full integration of all modes in the design of streets and roadways will increase the capacity and efficiency of the road network, reduce traffic congestion, and improve mobility options; and

WHEREAS, Complete Streets is the practice of designing and constructing streets and roads to meet the needs of bicyclists, pedestrians, transit riders, and drivers; and

WHEREAS, Complete Streets promotes the ability to walk and bicycle accommodation of communities through principles such as context-sensitive design, mobility-friendly design, mixed use, and infill developments; and

WHEREAS, the Georgia Department of Transportation has the opportunity to create and improve transportation facilities for all users by implementing Complete Streets principles through the projects they manage.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body urge the Georgia Department of Transportation to adopt a comprehensive Complete Streets policy and urge the Commissioner to make all reasonable provisions for the accommodation of bicycle and pedestrian traffic in the planning, design, and construction, reconstruction, or maintenance of any project undertaken by the department.

BE IT FURTHER RESOLVED that the Commissioner is urged to adopt Performance Measures in the annual budget report that reflect progress on the implementation of Complete Streets policies such as number of pedestrian and bicyclist fatalities, miles of sidewalks or bike lanes constructed, and dollars spent on improving pedestrian and bicyclist safety and report those numbers to the General Assembly in the annual budget report.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to the Georgia Department of Transportation and the secretary of the Department of Transportation Board.
