A RESOLUTION


Urging the Georgia Student Finance Commission to provide the General Assembly with the necessary data and information to assess whether the HOPE scholarship program is meeting its desired results; and for other purposes.

WHEREAS, the HOPE scholarship program was created to provide needed assistance to outstanding scholars in this state and to keep those scholars in state schools; and

WHEREAS, through the years, HOPE has become one of the preeminent scholarship programs in the nation and a source of pride for Georgia; and

WHEREAS, many students have benefitted from the HOPE program and have obtained an education that they would not otherwise have been able to afford; and

WHEREAS, in recent years, the HOPE program has undergone a strain due to increasing costs and flat revenues, and the General Assembly has had to make many modifications to the program to ensure its fiscal soundness; and

WHEREAS, the results of these adjustments may be impacting some students in a disproportionate manner, but the General Assembly cannot assess that impact without solid data and information; and

WHEREAS, in particular, the General Assembly needs accurate demographic data and information on its HOPE scholarship recipients.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the Georgia Student Finance Commission is urged to provide the General Assembly with accurate demographic data and information on HOPE scholarship recipients to include, but not be limited to, gender, race, and geographic location, with a separate breakout with regard to Zell Miller Scholars.
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to the Georgia Student Finance Commission.
