ADOPTED SENATE

A RESOLUTION


Urging the United States Congress to require the United States Census Bureau to provide a fair, accurate, and unbiased actual count of the population of the United States in the 2010 decennial census; and for other purposes.

WHEREAS, Article I, Section II of the United States Constitution mandates that a census of the United States population be conducted every ten years; and

WHEREAS, the next census is scheduled to be conducted in 2010; and

WHEREAS, the data from the census is used to distribute Congressional seats to states, to determine redistricting of legislative and other government bodies, to make decisions about what community services to provide, and to distribute $300 billion in federal funds to local, state, and tribal governments each year; and

WHEREAS, an accurate count of the population is critical to the fair and equitable distribution of these seats, services, and funds; and

WHEREAS, the United States Census Bureau is vested with the authority to conduct the census; and

WHEREAS, the Census Bureau has been a part of the United States Department of Commerce for many years and has reported to the Secretary of Commerce; and

WHEREAS, there has been much discussion of late regarding having the Census Bureau report to different officials in the federal government which has caused speculation that there will be an attempt to politicize the conduct of the census rather than having a neutral, nonpartisan count of the population; and

WHEREAS, there has also been much discussion of using alternative methods of counting as opposed to actual counts of the population such as statistical sampling and estimation of populations; and

WHEREAS, there is no substitute for an actual count of the population in the conduct of the census and there is no room for estimations and projections when so much is at stake based on the census data; and

WHEREAS, the United States Congress needs to ensure that the Census Bureau conduct a fair, accurate, and unbiased actual count of the United States population unmixed with any estimations or projections.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body urge the United States Congress to ensure that the United States Census Bureau conducts a fair, accurate, and unbiased actual count of the population of the United States in the 2010 decennial census and to ensure that the Census Bureau reports to the United States Department of Commerce and not to any other agency or office of the United States government.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to each member of the Georgia congressional delegation.
