A RESOLUTION

Honoring the life and memory of Major Richard "Dick" D. Winters; and for other purposes.

WHEREAS, the United States of America and the State of Georgia mourn the loss of one of this nation's most distinguished citizens and patriots with the passing of Major Richard "Dick" D. Winters on January 2, 2011; and

WHEREAS, Major Winters was born on January 21, 1918, in Ephrata, Pennsylvania, a beloved son of Richard and Edith Winters; and

WHEREAS, he served as a guardian of this nation's freedom and liberty with the United States Army, valiantly and courageously protecting his fellow Americans during World War II; and

WHEREAS, Major Winters commanded Company "E," 2nd Battalion, 506th Parachute Infantry Regiment, 101st Airborne Division and parachuted into Normandy during the early hours of D-Day to fight his way across France, Belgium, the Netherlands, and into Germany; and

WHEREAS, while attempting to secure Causeway #2, which linked to Utah Beach, Major Winters ordered a base-of-fire technique which became a textbook case for assault on a fixed position and is still taught at West Point Academy today; and

WHEREAS, he was recognized with numerous honors and accolades during his military career, including a Distinguished Service Cross, two Bronze Stars, a Purple Heart, and a Presidential Unit Citation with one Oak Leaf Cluster; and

WHEREAS, Major Winters was featured in a number of books and was portrayed in the 2001 HBO miniseries Band of Brothers by Damian Lewis; and
WHEREAS, Major Winters was united in love and marriage to his supportive wife, Ethel, and was blessed with two remarkable children; and

WHEREAS, the passing of this highly decorated American hero leaves an unfillable void in the hearts and lives of his family and friends; and

WHEREAS, Major Winters embodied the spirit of service, willing to find meaning in something greater than himself and serving as a guardian of this nation's freedom, and it is abundantly fitting and proper that the outstanding accomplishments of this remarkable and distinguished American be recognized appropriately.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body express their deepest and most sincere regret at the passing of Major Richard "Dick" D. Winters; commend his efficient, effective, unselfish, and dedicated public service to the citizens of his country; and extend to his family their most profound appreciation for all members of the United States military who stand ever ready to lay the ultimate sacrifice upon the altar of freedom.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to the family of Major Richard "Dick" D. Winters.
