The
Senate Finance Committee offered the following substitute to SR
1014:
A
RESOLUTION
Urging
the United States Congress to work diligently to pass legislation extending the
Bush tax cuts for small businesses and further urging the Congress to refrain
from an additional raising of the debt ceiling for the purpose of deficit
spending; and for other purposes.
WHEREAS,
the economic downturn is having a critical impact on Americans who are
struggling to maintain or find jobs in an increasingly difficult environment;
and
WHEREAS,
many Georgians are having difficulty making ends meet in these exceptionally
historic and challenging times; and
WHEREAS,
with a national unemployment rate in the double digits, it is vital that small
businesses be supported by the government through favorable taxing mechanisms;
and
WHEREAS,
America's small businesses are greatly impacted by rising tax rates, forced to
reduce employee hours, institute layoffs, file for personal or professional
bankruptcy, or close their doors altogether; and
WHEREAS,
small businesses of this nation have felt the lion's share of this economic
downturn and are in desperate need of relief; and
WHEREAS,
extending the small business tax cuts that were implemented during the Bush
administration would help revitalize America's economy and spur economic growth
during these trying times; and
WHEREAS,
allowing the Bush administration's tax cuts to expire during an economic
recession would curtail any economic expansion this nation has begun to
experience; and
WHEREAS,
small businesses are the engine of the United States economy, and an extension
of tax cuts is necessary to create new jobs and ensure economic stability by
allowing people, instead of the government, to manage their own money;
and
WHEREAS,
this Congress has spent at an unprecedented rate, which has contributed to the
country's financial distress.
NOW,
THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body urge the
Congress of the United States to work diligently to ensure that the tax cuts
created during the Bush administration that are vital to the economic stability
of this nation are extended and to refrain from an additional raising of the
debt ceiling for the purpose of deficit spending.
BE
IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to transmit by electronic mail appropriate copies of this resolution to each
current member of the United States Congress.
