A BILL TO BE ENTITLED
AN ACT


To amend Subpart 2 of Part 6 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to conditions of employment of certificated personnel in elementary and secondary education, so as to establish the High School Principal Incentive Pay Program; to provide for criteria; to provide for an annual bonus; to provide for rules and regulations; to provide for the program to be subject to appropriations; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Subpart 2 of Part 6 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to conditions of employment of certificated personnel in elementary and secondary education, is amended by adding a new Code section to read as follows:
"20-2-214.2.
(a) There is established the High School Principal Incentive Pay Program.
(b) A high school principal shall be eligible to receive incentive pay in accordance with subsection (c) of this Code section if:
(1)(A) The high school graduation rate, test scores on end-of-course tests designated by the Office of Student Achievement, and SAT scores for the high school each increase when comparing the most recent school year to a baseline for each as established by the Office of Student Achievement; or
(B) The high school is in the top 5 percent of high schools in the state in graduation rates, test scores on end-of-course tests designated by the Office of Student Achievement, and SAT scores;
(2) The high school achieved adequate yearly progress or other minimum federal accountability standard required by the federal Elementary and Secondary Education Act of 1965, as amended; and
(3) The high school principal has been the principal of the high school for at least two years and is currently the principal of such high school.
(c) A high school principal in a school which meets the criteria in subsection (b) of this Code section shall receive a bonus of $10,000.00 each year in which such criteria are met.
(d) The Office of Student Achievement shall be authorized to promulgate rules and regulations to implement the provisions of this Code section.
(e) This Code section shall be subject to appropriations from the General Assembly."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
