A BILL TO BE ENTITLED
AN ACT


To amend Part 1 of Article 4 of Chapter 12 of Title 45 of the Official Code of Georgia Annotated, relating to management of budgetary and financial affairs, so as to provide a short title; to provide that each budget unit shall submit with its budget submission a summary of all moneys spent by it or otherwise passed through it during the previous and current fiscal years; to provide for the contents of such summary; to provide for a reduction in appropriations for failure to provide such summary; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
This Act shall be known and may be cited as the "Truth in Spending Act."

SECTION 2.
Part 1 of Article 4 of Chapter 12 of Title 45 of the Official Code of Georgia Annotated, relating to heads of budget units to submit annual estimates, is amended by adding a new subsection to Code Section 45-12-78, relating to heads of budget units to submit annual estimates, to read as follows:

"(f)(1) Each budgetary unit, except the General Assembly, shall include with its budget submission a summary of all moneys that were spent or otherwise passed through the budget unit during the preceding fiscal year and an estimate of the moneys projected to be spent or otherwise pass through the budget unit for the current fiscal year. All such spending and handling and estimates of such spending and handling shall be divided into major product and service categories and further expressed in unit costs, and the unit cost totals shall equal the total amount of moneys that were spent by or otherwise passed through the budget unit or that were projected to be spent or otherwise pass through the budget unit, as applicable. Such summary shall also be submitted to the Appropriations Committees of the Senate and the House of Representatives not later than September 1 of each year.
(2) The General Assembly shall reduce the appropriations for the ensuing year by an amount equal to at least 10 percent of the allocation for the fiscal year preceding the current fiscal year for the funding of each budget unit that fails to provide the summary required by paragraph (1) of this subsection."

SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
