A RESOLUTION

Honoring the life and memory of Mr. Franklin Floyd O'Neal, Sr.; and for other purposes.

WHEREAS, the State of Georgia mourns the loss of one of its most distinguished citizens with the passing of Mr. Franklin Floyd O'Neal, Sr., on October 11, 2010; and

WHEREAS, Mr. O'Neal was born on August 17, 1931, in Atlanta, Georgia, a beloved son of Isaac Joyce and France Appling O'Neal and step-son of Virginia Cody; and

WHEREAS, a graduate of David T. Howard High School, Mr. O'Neal attended Clark College before joining the armed forces to serve as a guardian of this nation's freedom and liberty with the United States Air Force, valiantly and courageously protecting his fellow Americans during the Korean War; and

WHEREAS, during his service to his country, Mr. O'Neal studied at the Kessler School of Electronics to become a certified Airborne Radar Equipment Repairman and was recognized with a Korean Silver Medal and the U.N. Silver Medal; and

WHEREAS, Mr. O'Neal had a diverse professional career in business management and economic development, serving as president and CEO of both Omega Systems Group-Atlanta, Inc., and Mutual Federal Savings Bank in Atlanta; and

WHEREAS, his incredible service to the community included work with the Atlanta Chamber of Commerce, Booker T. Washington Foundation, the Atlanta Business League, and Economic Opportunity Atlanta; and

WHEREAS, a man of deep and abiding faith, Mr. O'Neal was an active member of Central United Methodist Church, where his leadership and spiritual guidance were instrumental to the congregation of Central through his service as chair of the finance committee, the administrative council, and the gardens board; and
WHEREAS, Mr. O'Neal was united in love and marriage to Dr. Anita Jackson O'Neal, and was blessed with three remarkable children, Toni, William, and Franklin; and six wonderful grandchildren, Jonathan, Jasmine, Tia, Tameria, Kirsten, and Elijah; and

WHEREAS, he gave inspiration to many through his high ideals, morals, and deep concern for his fellow citizens, and the devotion, patience, and understanding he demonstrated to his family and friends were admired by others; and

WHEREAS, he was a person of magnanimous strengths with an unimpeachable reputation for integrity, intelligence, fairness, and kindness and, by the example he made of his life, he made this world a better place in which to live; and

WHEREAS, a compassionate and generous man, Mr. O'Neal will long be remembered for his love of family and friendship, and this loyal husband, father, grandfather, brother, and friend will be missed by all who had the great fortune of knowing him.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body join in honoring the life and memory of Mr. Franklin Floyd O'Neal, Sr., and express their deepest and most sincere regret at his passing.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to the family of Mr. Franklin Floyd O'Neal, Sr.
