A
RESOLUTION
Creating
the House Study Committee on Procurement Policies of Georgia Departments and
Agencies Regarding Businesses Owned by Minorities and Women; and for other
purposes.
WHEREAS,
with the recent downturn in the economy, it is even more important for
departments, agencies, institutions, commissions, boards, and authorities to
ensure that businesses owned by minorities and women are receiving a
proportional amount of contract awards and participation; and
WHEREAS,
there has been no recent study of whether Georgia's state agencies are properly
considering businesses owned by minorities and women when issuing contracts;
and
WHEREAS,
a number of states have undertaken studies to evaluate the proper methodology
needed to ensure the proportional participation of businesses owned by
minorities and women in state government contracts; and
WHEREAS,
there has been no recent formal study of whether legislation in this area would
be beneficial to the State of Georgia and its citizens.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created
the House Study Committee on Procurement Policies of Georgia Departments and
Agencies Regarding Businesses Owned by Minorities and Women to be composed of
five members of the House of Representatives to be appointed by the Speaker of
the House of Representatives. The Speaker of the House of Representatives shall
select one of the members appointed as the chairperson of the committee. The
chairperson shall call all meetings of the committee.
BE
IT FURTHER RESOLVED that the committee members shall each appoint two members to
an advisory committee. All members of the advisory committee shall be citizens
of Georgia with experience in this area as vendors, suppliers, service
providers, or advocates for businesses owned by minorities or
women.
BE
IT FURTHER RESOLVED that the committee and its advisory committee shall
undertake a study of the conditions, needs, and issues mentioned above or
related thereto and recommend any action or legislation which the committee
deems necessary or appropriate. The committee and its advisory committee may
conduct such meetings at such places and at such times as they may deem
necessary or convenient to enable the committee to exercise fully and
effectively its powers, perform its duties, and accomplish the objectives and
purposes of this resolution. The members of the committee and the advisory
committee shall receive the allowances provided for in Code Section 28-1-8 of
the Official Code of Georgia Annotated. The allowances authorized by this
resolution shall not be received by any member of the committee or advisory
committee for more than five days unless additional days are authorized. The
funds necessary to carry out the provisions of this resolution shall come from
the funds appropriated to the House of Representatives. In the event the
committee makes a report of its findings and recommendations, with suggestions
for proposed legislation, if any, such report shall be made on or before the
convening of the 2012 session of the General Assembly, at which time the
committee and its advisory committee shall stand abolished.
