A RESOLUTION


Proposing an amendment to the Constitution so as to provide that the Governor shall convene the General Assembly whenever actual revenues decline by 3 percent or more relative to the revenue estimate on which appropriations for that fiscal year are based and one-half of the members to which each house is entitled submit a written request for such special session to the Governor; to provide for submission of this amendment for ratification or rejection; and for other purposes.

BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Article V, Section II, Paragraph VII of the Constitution, relating to special sessions of the General Assembly, is amended by redesignating subparagraph (c) as subparagraph (d) and adding a new subparagraph (c) to read as follows:
"(c) The Governor shall convene the General Assembly in special session for the purpose of addressing the state budget and matters related thereto whenever actual revenues decline by 3 percent or more relative to the revenue estimate on which appropriations for that fiscal year are based and one-half of the members to which each house is entitled submit a written request for such special session to the Governor, with a copy to the Secretary of State. The General Assembly may convene itself if, after receiving such request, the Governor fails to do so within three days, excluding Sundays."

SECTION 2.
The above proposed amendment to the Constitution shall be published and submitted as provided in Article X, Section I, Paragraph II of the Constitution. The ballot submitting the above proposed amendment shall have written or printed thereon the following:
"(  )  YES

(  )  NO
Shall the Constitution of Georgia be amended so as to provide that the General Assembly may be called into special session whenever a budget shortfall of 3 percent or more is projected?"

All persons desiring to vote in favor of ratifying the proposed amendment shall vote "Yes." All persons desiring to vote against ratifying the proposed amendment shall vote "No." If such amendment shall be ratified as provided in said Paragraph of the Constitution, it shall become a part of the Constitution of this state.
