BILL TO BE ENTITLED
AN ACT
AN ACT
To
amend Code Section 32-10-65.1 of the Official Code of Georgia Annotated,
relating to the expiration and extension of tolls by the State Road and Tollway
Authority, so as to provide that toll extensions must be approved by the General
Assembly; to provide that no tolls shall be charged on projects that are free
from interest on public indebtedness; to provide for legislative reports; to
provide for related matters; to provide for an effective date; to repeal
conflicting laws; and for other purposes.
BE
IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION
1.
Code
Section 32-10-65.1 of the Official Code of Georgia Annotated, relating to the
expiration and extension of tolls by the State Road and Tollway Authority, is
revised to read as follows:
"32-10-65.1.
Every
toll established under this article must expire after a specified period of time
and may be extended beyond said time
only
by approval of the State Road and Tollway Authority
and the
General Assembly through passage of a joint resolution. No toll shall be
charged on any project or portion of a project subject to a toll on January 1,
2011, that is not obligated for any interest payments on public indebtedness.
The authority shall review all projects that are subject to tolls as of January
1, 2011, and implement a schedule to pay off all interest due on these projects
at the earliest possible date. The authority shall deliver a report on the
progress in eliminating these interest payments and tolls to the Speaker of the
House of Representatives, the Lieutenant Governor, and the chairpersons of the
House and Senate transportation committees on or before January 1,
2012."
SECTION
2.
This
Act shall become effective upon its approval by the Governor or upon its
becoming law without such approval.
SECTION
3.
All
laws and parts of laws in conflict with this Act are repealed.
