To amend Chapter 2 of Title 31 of the Official Code of Georgia Annotated, relating to the Department of Human Resources, so as to require the establishment of a career track program to recruit and retain nurses in the public health system; to provide for implementation; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Chapter 2 of Title 31 of the Official Code of Georgia Annotated, relating to the Department of Human Resources, is amended by adding a new Code section to read as follows:
"31-2-10.
(a) The department shall create and maintain a career track program designed to be an employment model for nurses who work within the department's Division of Public Health. Such career track program shall establish a system for recruiting and retaining nurses within the public health system. The career track program shall include, without limitation, a method for measuring and evaluating the progression of training and experience requirements for public health nurses and shall be used as a basis for determining the compensation of such nurses.
(b) The Office of Nursing within the department's Division of Public Health shall lead in the development, implementation, and evaluation of the career track program required pursuant to this Code section. Additional assistance shall be solicited by the department from representatives of county public health departments, schools of nursing, and other organizations with information and expertise in nurse recruitment, salaries, career ladders, and other work incentives.
(c) The career track program shall be developed and implemented when funds are available for such program as determined by the department."
SECTION 2.
